The British Standards Institution, BSI, has launched a new standard to streamline food safety systems between food manufacturers and the packaging they use for their productsThis PAS is intended to meet requirements for PRP's specified in ISO 22000:2005 and PAS is not a management system standard to be used as in isolation.

We discussed the Basic Information about PAS 223:2011 in another article.

We discussed the Basic content in this article Food Safety System Prerequisite Program PAS 223:2011 in Manufacture and Food Packaging and now in much more detail from Establishments, Layout and worspace, and Utilities. 
The prerequisites requirements discussed for Establishments includes guidelines about design, construction, location of establishment, maintenance, internal  and external environment conditions maintained for the nature purpose of the food packaging manufacturing operations. It means hat all areas within the boundaries of organization shall protect the against any contamination.
Layout and workplace prerequisites includes internal design, layout, traffic patterns, internal structures including fittings, equipment, any temporary/mobile structures, storage of raw material, intermediate materials and finished product packaging
Internal designs should be designed and constructed to support good hygiene and manufacturing practices. All movement pattern designed in way to protect from contamination all the times. External and internal opening should be handled/closed in a proper way to reduce any chances of contamination. 
Storage used to store raw materials, intermediate materials, chemicals or finished food packaging shall provide protection from dust, condensation, drains, waste and other sources of contamination. All items should stored off the floor and sufficient distance from the walls.  
Utilities gives details about the distribution routes around production ans storage to prevent contamination. Water (Ice or steam), Air quality and ventilation used in direct food packaging must have requirements and monitored accordingly. Room air supply shall be controlled to prevent microbial contamination. Ventilation systems to be designed and constructed to flow from clean to contaminated area, cleaning, filter changing and maintenance. Compressed air and other gases systems shall be constructed, maintained and monitored. The intensity of light shall be appropriate to the nature of operation.

Prerequisite programmes on food safety -- Part 2: Catering-ISO/TS 22002-2:2013

ISO/TS 22002-2:2013 specifies the requirements for the design, implementation, and maintenance of prerequisite programmes (PRPs) to assist in controlling food safety hazards in catering.
ISO/TS 22002-2:2013 is applicable to all organizations which are involved in the processing, preparation, distribution, transport, and serving of food and meals and wish to implement PRPs in accordance with the requirements specified in ISO 22000:2005, 7.2.
The scope of ISO/TS 22002-2:2013 includes catering, air catering, railway catering, banquets, among others, in central and satellite units, school and industry dining rooms, hospitals and healthcare facilities, hotels, restaurants, coffee shops, food services, and food stores.
Users of catering can belong to vulnerable groups, such as children, elderly and/or ill people.
In some countries, the term "food services" is used synonymously with catering.
The application of ISO/TS 22002-2:2013 does not exempt the user from compliance with current and applicable legislation. Where local legal requirements are in specified for parameters (temperatures, among others) given in ISO/TS 22002-2:2013, the local requirements shall be used by the food business.
Catering operations are diverse in nature and not all of the requirements specified in ISO/TS 22002-2:2013 apply to an individual establishment or process.
Although the use of ISO/TS 22002-2:2013 is not mandatory for complying with the requirements in ISO 22000:2005, 7.2, there is a requirement for deviations (exclusions made or alternative measures implemented) to be justified and documented when ISO/TS 22002-2:2013 is used as reference for the PRPs implemented. It is not intended for such deviations to affect the ability of the organization to comply with the requirements of ISO 22000. ISO 22000 Implementation
ISO/TS 22002-2:2013 specifies detailed requirements to be considered in relation to ISO 22000:2005, 7.2.3.

SQF-Unannounced Audits

SQF became the first internationally accredited third party third party assessment program through introducing unannounced audits as statement is issued by The Safe Quality Food Institute (SQFI). 
Salient feature includes
Unannounced audits will included in the next revision of SQF Code,  introduced in Feb 2014 and will be implemented in July 2014. 
Certification Bodies  (SQF Certification Levelswill conduct one announced audit of supplier within Three certification cycle and will start with initial certification audit date
Multisite suppliers will be exempted from unannounced audits.
Unannounced audits shall not conducted with initial or surveillance audits
Supplier certificate will be suspended in case of entry refusal into facility.
Unannounced re-certification audits schedule will not change although supplier changes certification body. 
SQF code protocol, Part A, Section 4.3 and 4.4 (Section 4)  will be followed in unannounced re-certification audit

Food Safety System Certification 22000 (FSSC)

FSSC 22000 contains a complete certification scheme for Food Safety Systems based on existing standards for certification (ISO 22000, ISO 22003 and technical specifications for sector PRPs). The certification will be accredited under the standard ISO guide 17021. Manufacturers that are already certified against ISO 22000 (ISO 22000:2007 Implementation) will only need an additional review against technical specifications for sector PRPs to meet this certification scheme. Organizations that want to integrate quality in their management systems follow the requirements of ISO 9001.
PAS 220:2008 (PRP's)
It is developed for the certification of food safety systems of organizations in the food chain that process or manufacture animal products, perishable vegetal products, products with a long shelf life, (other) food ingredients like additives, vitamins, bio-cultures and food packaging material manufacturing. 

FSSC 22000 is ready for new scopes at the moment the necessary technical specifications for sector PRPs have been realized and large players in the international food sectors would request FSSC 22000 to cover these sectors.

FSSC 22000 has as mission to be the globally leading, independent, non-profit, ISO-bases and GFSI-accepted food safety certification scheme for the whole supply chain. 

The FSSC 22000 certification scheme has been given full recognition by the Global Food Safety Initiative Board of Directors. This follows an extensive benchmarking process using the requirements laid out in the GFSI Guidance Document Version 6.

Personnel Hygiene (Clause 7.3) in BRC for Food Safety Issue 5 & 6

Personnel Hygiene comes under Fundamental Requirement ( Requirement of the standard that relates to a system which must be well established, continuously maintained and monitored by the company as absence or poor adherence to the system will have serious repercussions on the integrity or safety of the product supplied)which states that standard shall be documented and adopted by all personals (contractor and visitor) and also related with risk of product contamination.


  • Personnel must have training of raw materials handling, preparation, processing , packing and storage areas.
  • Personnel hygiene shall be documented and communicated to all personnels.
  • Jewelery policy and hand washing frequency will depend on product risk assessment.
  • Fingernails shall be short, clear and unvarnished while no false nails are permitted.
  • Perfumes and after shave not permitted.
  • Smoking (where permitted under law), eating and drinking shall be permitted in designated areas segregated for food handling and storage areas.
  • All cuts and grazes are covered by colored plasters (preferably blue) and containing metal detectable stripe. samples to be checked with metal detectors.
  • Use of personnel medicines to be controlled to minimize the contamination risk.

BRC Food Safety Issue 6 Includes

  • Staff compliance to hygiene rule to be checked regularly.
  • Visitors to be controlled by wearing gloves/ non handling of food if not compiling to hygiene requirement of fingernails.
  • Colored plasters e.g Blue( Different from product) to be available.

The BRC Global Standard for Food Safety certification standard requirements are described in great detail in 7 sections throughout the standard. Some of the requirements may not be appropriate to all organisations; however the standard does stipulate 10 fundamental requirements without which certification cannot be achieved.

1. Management Commitment and Continuous Improvement Clause 1 – Senior management need to demonstrate commitment to meeting the requirements of the BRC standard by provision of sufficient resources, communication, review and taking actions to improve.

2. Food Safety Plan - Hazard Analysis and Critical Control Points Clause 2 – A multi-disciplinary team need to develop a Food Safety Plan based on CODEX HACCP principles that is comprehensive, implemented and maintained. The plan should reference legislation, codes of practice and relevant industry guidelines.

3. Internal Audits Clause 3.5 – There needs to be an effective audit system to verify that the food safety quality management system and relevant procedures cover the requirements of the standard, are effective and complied with.

4. Corrective Action and Preventative Action Clause 3.8 – Procedures need to be in place to investigate, analyse and correct non-conformances critical to product legality, quality and safety.

5. Traceability Clause 3.9 – A system needs to be in place to trace finished products by lot number from raw materials throughout the process to end products and their distribution to the customer. The system should be such that this information can be retrieved within a reasonable timescale.

6. Layout, Product Flow and Segregation Clause 4.3.1 – Facilities and equipment need to be designed, constructed and maintained to prevent contamination of the product and comply with relevant legislation.

7. Housekeeping and Hygiene Clause 4.9 - Housekeeping and cleaning standards need to be maintained to achieve the appropriate hygiene standards and prevent the contamination of product.

8. Handling Requirements for Specific Materials – Materials containing Allergens and Identity Preserved Materials Clause 5.2 – Procedures need to be in place to control specific materials including allergens and identity preserved materials such that product legality, quality and safety is not affected.

9. Control of Operations Clause 6.1 – Procedures need to be in place to verify the effective operation of equipment and processes, in compliance with the food safety plan, so that product legality, quality and safety is assured.

10. Training Clause 7.1 – A system needs to be in place to demonstrate that personnel who can affect product legality, quality and/or safety are competent based on qualifications, training or work experience.

The above guide is not to be taken as a substitute for the BRC Global Standard for Food Safety as Certification cannot be achieved without holding a current copy of the publication.

FSSC 22000

The new scheme FSSC 22000 is specific to food manufacturers, while ISO 22000 can apply to manufacturers as well as any other type of organization in the food supply chain.
PAS 220-2008 basically outlines the basic hygiene infrastructure and environment requirements to ensure users of ISO22000 comply with what GSFI embodies. Matter of fact, the dynamic nature of a Food Establishment requires a dynamic solution and approach.

The food safety team will create and implement a Hazard Analysis and Critical Control Point plan (HACCP Plan) for each product or process. The HACCP plan starts with some preliminary steps such as identifying product characteristics, describing
intended use, preparing flow diagrams and describing process steps.

The team uses this information to identify hazards that can be expected to occur, determine acceptable levels of the hazard and select control measures. The team identifies the control point where the hazard can be controlled, and the specific step that needs to be taken to successfully control the hazard. The plan for
controlling the hazard must be documented and include the hazard to be controlled, the control measure, critical limits, how the control point will be monitored, corrections and corrective actions to be taken if limits are exceeded, responsibilities and authorities and required records.

The food safety team will also establish a plan for verification activities to ensure that the PRPs are implemented, inputs to hazard analysis are updated, the operational PRPs and HACCP plan are implemented and effective and the hazard levels are within limits. Verification activities make sure the HACCP system is in
compliance.

A system of traceability of product must be in place. Make sure that you can perform an effective recall if necessary. You must also be able to control any nonconforming product. Document your process to control affected product when critical control limits are exceeded. Include taking action to identify and eliminate the cause of nonconformity and prevent nonconforming product from entering the food chain.

Once the system is implemented you will be verifying that it is working on an ongoing basis. The verification will include internal audits by your own audit team and food safety team evaluation of the verification activities.

If you are already in the food industry, and providing a safe food product or service, you most likely have many of these practices in place even though they may not be formally documented. Adding the effectiveness of a documented food safety management system will provide your company not only the benefits of recognition of having a management system in place, but also the benefits of quality management and the security of producing safe product for your customers. Monitoring Procedures, principle 4

The monitoring that takes place at the critical control points is essential to the effectiveness of the HACCP program. The monitoring program will be made up of physical measurement or observations that can be done in a timely manner, to provide the information in a time frame that allows you to take action and control product if an out of control situation occurs.

The food safety team must identify appropriate monitoring for each critical control point. The monitoring must be specifically designed to monitor the specific hazard that is being controlled at that point. The method should give you early warning if a process is losing control, and let you know if a critical limit has been exceeded.

Design a data analysis plan that will give you the information you need about the process at the critical control point. Identify the appropriate measuring equipment, responsibilities for measuring or observation as well as training and qualifications of those responsible.

The plan must address how data will be recorded, reviewed and analyzed. If continuous monitoring is not in place, for example sampling of raw material, then the appropriate statistics will be needed to determine the frequency of measurement.

The location of the monitoring is also a key element. It must take place exactly where the hazard is being controlled.

Corrective action is taken whenever a critical control limit is exceeded. Each critical control point identified in the HACCP plan will also need a specific planned corrective action to be taken if the control limit is exceeded.

The action or actions taken have two purposes, to control any nonconforming product
resulting from the loss of control, and to identify the cause, eliminate it and prevent the situation from reoccurring.

By identifying the corrective action before an out of control situation occurs, you are prepared to take action quickly if and when it does occur. Identification of the action should also include responsibilities and authorities for taking action.

The product that was processed or manufactured when the process was operating outside control limits must be immediately identified and controlled to prevent its continuing through production. The HACCP plan will also assign responsibility for determining product disposition. Will the product be disposed of, reworked, regraded?
The disposition must be recorded.

The cause of the loss of control must then be identified. This may require a root cause analysis and investigation to identify underlying causes. Once the cause is identified, corrective action is required to eliminate the cause, and prevent it from happening again. This may include changing procedures or equipment, evaluating
and improving training or many other possible actions.

INTERNAL AUDITING ISO SYSTEM

Internal Audits leads to great improvement in the effectiveness and efficiency of the ISO system. Some guidelines to improve internal audits in organization/system.

  • Make sure the authority of the audit team is established. This will increase the cooperation from auditees. Auditor training is necessary for success of system

  • Decide scope and frequency of the audit.Prepare a yearly audit schedule and distribute.
  • Develop an audit plan. Decide what other audit resources are needed - checklists, other auditors?
  • Determine the purpose of the audit - is it an overview of the area being audited or is it to concentrate on a specific system within the area?
  • Determine the purpose of the audit - is it to comply with government regulations, quality standards, internal procedures and system?
  • Hold a meeting with the auditors to discuss the plan, purpose, and scope of the audit.
  • Read the documents you will be auditing against. Know what they say. Develop questions to ask the auditees.
  • Conduct an opening meeting with the auditees.

The SQF Codes: Three certification levels

Level 1
Food Safety Fundamentals. Indicates that prerequisite programs and fundamental food safety controls have been implemented to provide a sound foundation for the further development of the Organization’s management system.

Level 2
Food Safety HACCP Plans Incorporates all Level 1 system requirements and indicates that a food safety risk analysis of the product and its associated process has been completed to identify the hazards and the actions taken to eliminate, prevent or reduce their occurrence.

Level 3
Comprehensive Food Safety and Quality Management Systems Development. Incorporates all Level 1 and Level 2 system requirements and indicates that a food quality risk assessment of the product and its associated process have been completed, that the actions taken to prevent the incidence of poor quality and the remaining quality management systems procedures have been implemented.

* The Global Food Safety Initiative (GFSI) is coordinated by CIES - The Food Business Forum, launched May 2000.

Safe Quality Food (SQF)

•The Safe Quality Food (SQF) is a quality program recognized by the Global Food Safety Initiative (GFSI)*, an organization representing over 70% of food retail revenue worldwide. The Food Marketing Institute (FMI) manages the SQF program.

The SQF Institute (SQFI) is a division of the Food Marketing Institute (FMI), an association that conducts programs in public affairs, food safety, research, education and industry relations on behalf of its 1,500 member companies.
The SQF Institute was established by FMI in 2004 to administer the SQF Program and is located in Arlington, Virginia.
SQFI provides one of the most globally recognized food safety and quality certification programs.

•Currently, there are two SQF Codes: SQF 1000 for farmers / producers and SQF 2000 for food manufacturers and distributors.
•SQF 1000 and 2000 Codes are based on the principles of Hazard Analysis at Critical Control Point (HACCP), Codex, ISO and Quality Management Systems.
•SQF Certification to these codes gives assurance to retailers that the food from suppliers has been produced, prepared and handled according to internationally recognized standards.

ISO 22000 and Impact of PAS 220

The Foundation for Food Safety Certification (SCV) announced in December 2008 that it will develop the ISO 22000 and PAS 220 certification scheme for food safety systems of food manufacturers. This development is supported by the Confederation of the Food and Drink Industries of the
European Union (CIAA) and the scheme will be submitted to the GFSI to be benchmarked and approved.

Commenting on the initiative, Geoff Thompson, Chair of the CIAA Food and Consumer Policy Committee, said: "The ISO 22000/PAS 220 scheme marks a very significant step forward for all Food Processors. Both large and small manufacturers and retailers now have the opportunity to unite under a commonly agreed set of prerequisite programs for the international control of food safety hazards."

LRQA's Cor Groenveld, Chairman of the Board of the Foundation for Food Safety Certification added: “The objectives of our foundation are to facilitate a certification scheme that ensures high quality food safety audits in the whole food supply chain and to achieve harmonization in food safety standards and audits. Due to the fact that the combination of ISO 22000 and the PAS 220 is very similar to our GFSI HACCP approved standard we believe it is a logical next step to facilitate this harmonized scheme for Food Processors.”

The development of a harmonized scheme through ISO 22000 and PAS 220 will deliver substantial benefits to consumers and every member of the supply chain from plough to plate. The prime advantages that can be expected include:

PAS 220 Core Requirements

PAS 220 is made up of the core requirements specified in ISO 22000 under sub clause 7.2.3, but with the additional requirements that have been considered important and relevant to the food manufacturing process. 1. The scope - applicable to all food manufacturing organizations.
2. Normative reference identifies the reference materials.
3. 19 terms and definitions to compliment the 82 in ISO 9001 and 17 in ISO 22000
4. The construction and layout of buildings for contamination control and prevention.
5. The layout of premises and workspace
6. Utilities - air, water, energy covering water quality, approved chemicals, ventilation etc.
7. Waste disposal - containers for waste or hazardous substances, waste management, drains and drainage.
8. Equipment suitability, cleaning and maintenance specifies that equipment should be made of material inert to the food being processed.
9. The management of purchased materials covers the selection of suppliers and the handling of received goods.
10. Physical, microbiological and allergen contamination is covered in the section dealing with measures for prevention of cross contamination.
11. Cleaning and sanitizing
12. Pest Control including pest control programs, preventing access, harbourage and infestations, monitoring and detection, and eradication.
13. Personnel hygiene and employee facilities - locker facilities, toilets, staff canteens and designated areas. It also addresses work wear, protective clothing, health status, illness and injury, employee cleanliness and behavior in a processing and warehousing environment.
14. Rework is an integral part of the process with regard to traceability and allergen control. Repackage is also considered as rework material.
15. Product recall procedures include the requirement for a key contact list and traceability of product produced under similar conditions as the recall product.
16. Warehousing - cleanliness, dryness, ventilation, dust and temperature control, separate areas for storage of chemicals, and designated areas for non-conforming materials. Warehouse practices such as FIFO/FEFO, vehicle upkeep and maintenance.
17. Product information/consumer awareness - how information is presented to the consumer to facilitate informed decisions.
18. Food defense, biovigilance and bioterrorism - protective measures to guard against acts of terrorism, tampering, sabotage and access control.
